Before the start of the 2026 local government elections, legislation will be in place to deal with complex coalitions which have crippled some of the country's biggest cities.

Former cooperative governance and traditional affairs minister Nkosazana Dlamini-Zuma said she believed coalition governments have often been unstable and, in many instances, terminated before the end of the council term. 

Dlamini-Zuma, appointed Minister in the Presidency for Youth during the recent Cabinet reshuffle, responded to a parliamentary question from ANC MP Gordon Gcinikhaya Mpumza.
