The Government Printing Works' delay "for some unexplained reasons" in publishing the Tsogang Civic Movement's notice of an application to be registered as a political party prevented it from participating in the hotly contested Ditsobotla by-elections last month.
However, the Electoral Court found its demands to the Electoral Commission of South Africa (IEC) to participate in the election were unlawful.
The judgment was handed down earlier, but its reasons, penned by Judge Jeremiah Shongwe, were published on 30 December.
