As President Cyril Ramaphosa's executive met for a lekgotla on Thursday, they remained in the dark as to whether they had the legal authority to implement a state of national disaster to deal with load shedding.
The country has, since Tuesday, suffered from rolling Stage 6 and Stage 5 blackouts implemented by Eskom.
