A constituency-based electoral system isn't completely off the table, but for now, it shouldn't be in the Electoral Amendment Bill as the Electoral Commission of South Africa (IEC) wouldn't be able incorporate constituencies for the 2024 election.
Home Affairs Minister Aaron Motsoaledi, addressing the Select Committee on Security and Justice – the National Council of Provinces' committee currently processing the bill – suggested that the NCOP appoints a panel of experts to discuss the possibility of changing South Africa's electoral system to include constituencies in the national and provincial spheres.
The Electoral Amendment Bill, brought about by a Constitutional Court ruling in June 2020, has been the subject of much criticism by the time the National Assembly passed it last month. The lack of constituencies was chief among the criticisms.
