The KwaZulu-Natal Human Settlements and Public Works Department under spent by more than R360 million in one programme during the period the province was marred by natural disasters, which displaced hundreds of families.

The reasons furnished are largely attributed to bureaucracy, inclement weather and the floods.

This information emerged before MPLs in the KwaZulu-Natal legislature on Tuesday, just as the provincial government announced a mini Cabinet shuffle, which saw the department's political head Dr Ntuthuko Mahlaba moved to the Arts and Culture Department.
