Former State Security Agency director general Arthur Fraser was helped by former president Jacob Zuma to avoid prosecution for alleged criminal activity that one former senior intelligence officer described as "pure crime".

Zuma's alleged intervention in ensuring that investigations by the Hawks, Special Investigating Unit and the National Prosecuting Authority were halted, paved the way for Fraser to be appointed director general of the SSA in September 2016, where he remained until April 2018, when president Cyril Ramaphosa moved him to the department of correctional services as commissioner.

Fraser would release Zuma on medical parole despite recommendations to the contrary by the Parole Board shortly before his contract expired in October 2021.
