Sniper training for non-State Security Agency (SSA) officials and a scheme to provide fake top secret security clearances are among a laundry list of scandals and intelligence failures examined by Parliament's Joint Standing Committee on Intelligence (JSCI) over the past two years.

On Monday, the committee tabled its annual report which was hailed as a positive step towards transparency and accountability. But also, experts said, the report showed an "unflattering" side of the country's intelligence structures.

"It emerges from this report that the dysfunctionality, the chaos, the political interference, as we found it two years ago, appears to be with the intelligence structures still," said Professor Anthoni van Nieuwkerk of the Wits School of Governance who also served on the High-Level Review Panel of the SSA.
