An internal probe has exposed - in vivid detail - the abject failure of police management to protect murdered Anti-Gang Unit (AGU) Lieutenant-Colonel detective Charl Kinnear, who lived under the threat of death for nearly a year before an assassin’s bullets found their mark.

The investigation, conducted by Lieutenant-General Moeketsi Sempe, provides a chronicle of inaction in responding first to a plot to eliminate Kinnear and others in 2019, and then the illegal surveillance which was a precursor to his killing in September last year.

The minutiae of Sempe’s investigation appears to have been buried when Police Minister Bheki Cele and top brass were called to brief Parliament’s Police Portfolio Committee this week following a petition lodged by Kinnear’s widow, Nicolette.
