More than half of municipalities across South Africa have reported dismal service delivery statistics, according to News24's Out of Order Index, with more than half of municipalities reporting that over 50% of households are poor and 101 out of 258 municipalities providing 0% of households with water services. 

Added to that, capital expenditure and investment by municipalities is on the decline, according to the chief director for Government Financial Statistics at Statistics South Africa (StatsSA), Moses Mnyaka.

South Africans are set to take to the polls on 1 November for the municipal elections, with grand promises from political parties to improve service delivery across the country. But, according to News24's Out of Order Index, service delivery and financial statistics paint a grim picture of the recent past.
