One of the first challenges for newly appointed top cop Fannie Masemola will be addressing a leadership vacuum in the controversial Crime Intelligence Division, flagged as contributing to the failure of police predict and stay deadly wave of unrest in July last year.

A panel appointed by President Cyril Ramaphosa, and led by Professor Sandy Africa, found that the suspension of former Crime Intelligence boss Peter Jacobs and five other high-ranking officers in December 2020, six months before the unrest broke out, had roiled the division. Intelligence failures have been blamed for rampant violence that left more than 360 people dead and R50 billion cleaved off the economy.
