The use of questionable intelligence reports, such as those drafted by former Crime Intelligence (CI) boss Richard Mdluli to remove obstacles to state capture, could have the power to "destabilise the country", Chief Justice Raymond Zondo said in the fifth report of the State Capture Inquiry.
Speaking on the capture of the CI in the commission's final report, Zondo said "false and unsubstantiated reports" issued by Mdluli "were used to remove people from their positions who stood in the way of state capture or corruption and looting of state resources".
"These considerations remind all and sundry, let alone those in power, to be cautious with intelligence reports," Zondo said.
