The reshuffle saw Treasury MEC Ravi Pillay replacing Dube-Ncube as the new EDTEA MEC.

Zikalala was EDTEA MEC before his election as premier of Kwa­Zulu-Natal last year.

While Zikalala maintained that the reshuffle was meant to speed up service delivery, sources within the ANC say the move came about after Dube-Ncube failed to prioritise projects that were initiated by Zikalala while he was the MEC for EDTEA.
