With weeks before the municipal elections on 1 November, the Gauteng government has sent a delegation of officials to deliver houses, title deeds and waste removal trucks to the indebted Emfuleni local municipality.

Emfuleni is a troubled municipality whose residents have grappled with poor service delivery.

Some parts of the area had sewerage streaming from houses.
