Johannesburg - ANC Ekurhuleni councillor Patricia Kumalo was elected speaker of the council, beating DA councillor Shadow Shabangu, on Tuesday.
Kumalo took her seat as the speaker and began by thanking all councillors for ensuring a free and fair election.
"I am humbled by this opportunity. I hope that we will make our communities proud."
Kumalo received 117 votes, compared to 106 for Shabangu.
She welcomed the EFF and the Patriotic Alliance as new members of council. Presiding officer Manana Moloi announced that one ballot had been spoilt.
ANC councillors cheered and sang struggle songs as Kumalo took her seat.
The EFF then asked for a short recess to caucus.
The voting for mayor is expected to take place on Tuesday afternoon.
