It was rolled out seven years ago at a cost to taxpayers of almost R3 billion, but the War on Leaks project of former president Jacob Zuma and then water and sanitation minister, Nomvula Mokonyane, has "not made any impact in addressing or reducing water losses in the country".
This was the damning finding contained in an internal audit report by the Department of Water and Sanitation (DWS).
News24 has exclusively obtained the internal audit report, dated June 2020, which is the basis of a Special Investigating Unit (SIU) probe that aims to lift the lid on rampant illegality and inefficiency at taxpayers' expense.
