One of the key institutions in bringing looters to book, the Directorate for Priority Crime Investigations (DPCI), has less than half its required workforce. And with a slashed budget, this is not likely to improve soon.

The DPCI, also known as the Hawks, are investigating, among other things, cases related to state capture.
