In finding the ANC under former president Jacob Zuma "permitted, supported and enabled corruption and state capture", Chief Justice Raymond Zondo questioned whether it could have been arrested had President Cyril Ramaphosa "acted with more urgency".
The much-anticipated final instalment of the State Capture Commission report was released on Wednesday evening - a week after the commission's deadline expired - and the findings against the ANC and Zuma are damning, with Ramaphosa's role also questioned.
