Just 5% of SA's municipalities considered stable, with more than half in a financial mess

South Africa's municipalities are in a pit of deepening rot, with less than 6% of local councils considered stable.

With the municipal elections set to take place either in October or early next year, 163 out of 257 local municipalities are under financial distress.

To worsen matters, 108 municipalities have unfunded budgets which means these councils will not have enough money to meet their expenditures.
