Provincial leaders of the ANC in KwaZulu-Natal were blindsided by a decision to deploy corruption-accused former eThekwini mayor Zandile Gumede as a member of the provincial legislature. 

Members of the provincial executive committee (PEC) who spoke to News24 said they were shocked by the decision - and appalled by the justification that she was innocent until proven guilty.
