Individuals and private organisations in South Africa are among those who have been funding jihadist insurgents in the northern Mozambican province of Cabo Delgado, who have to date killed almost 800 civilians. 

This information is contained in a special report by the Southern African Development Community Double Troika Plus Angola Technical Assessment Mission, which will be submitted to ministers and heads of state at a special summit in Maputo on Wednesday and Thursday.
