St Andrew’s College staff should have reported misconduct allegations against former water polo coach David Mackenzie to the police, and the South African Council for Educators (SACE), an independent review has found.

The review board, chaired by retired judge Dayalin Chetty, found Mackenzie had been grooming boys while employed at the prestigious all-boys school.
