Pay up or be switched off: Tshwane, Joburg mayors embark on aggressive mission to claw back billions

Following what appears to be a successful debt collection campaign, the City of Tshwane's mayor, Randall Williams, says the plan is to collect R5 billion owed in municipal debt by the end of the year. 

The City of Joburg has been quietly implementing a similar switch-off campaign, although the mayor, Mpho Phalatse, says it has chosen not to name and shame businesses.
