Deputy Police Minister Cassel Mathale justified a budget increase for VIP protection services in an otherwise shrinking police budget by saying they are part of the executive's "tools of the trade".

Mathale was answering questions in the National Council of Provinces on Thursday.

The police's overall budget for the 2021/22 financial year decreased by 3.2% from the previous year, the Portfolio Committee on Police heard last month. The budget for 2020/21 was R99.561 billion; for the current year, it is R96.355 billion.
