Defence and Military Veterans Minister Nosiviwe Mapisa-Nqakula only sought President Cyril Ramaphosa's approval for the controversial trip to Zimbabwe on which she "ferried" ANC officials in an air force jet a day before she left, while the Ministerial Handbook requires approval two weeks before departure.
