Former spy boss Arthur Fraser called the Public Protector's then-security head to tell him Busisiwe Mkhwebane was "complaining" about his "lack of support" - and the State Security Agency (SSA) offered to help the watchdog with its case management.

The evidence given by Baldwin Neshunzhi follows admissions from Mkhwebane's advocate, Dali Mpofu SC, she was in unlawful possession of a classified Inspector-General of Intelligence (IGI) report on the so-called SARS "Rogue Unit" and obtained the wording for her unlawful amendment to the constitutional mandate of the SA Reserve Bank from SSA operative Mal Moodley.

Against this backdrop, it raises serious questions about the intelligence service's level of involvement in the Public Protector's operations - particularly given Mkhwebane stands accused of acting with bias against President Cyril Ramaphosa and his perceived political allies.
