Assessing Mmamoloko ''Nkhensani'' Kubayi-Ngubane's performance as Minister of Human Settlements is not easy.

She was only appointed to the job on 5 August 2021 and began on the backfoot, as according to its own Annual Performance Plan for 2020/21, the department had only achieved 55% of its targets by 31 March 2021.

Not meeting its target was not the department's only problem. Though it had an unqualified audit opinion, the Auditor-General (AG) said there were "material findings" regarding the performance indicators and target for one of its programmes.
