Home Affairs official Mshiyeni Nzuza confirmed the "disturbing incident" was under investigation.
According to Mzuza, the off-duty clerk was trying to drive home when clients began banging on her car; essentially harassing the clerk.
Mzuza added the video does no show definitive harassment on the part of the clerk, saying the Home Affairs staff member blocked the camera with her hand.
