Local councils must serve all, not only party backers

It doesn't matter which party is in power, council is meant to govern to the benefit of all citizens. So says Professor Amanda Gouws, who sits on the Department of Political Science at Stellenbosch University.

"I think we have as South Africans the impression that the ruling party only rules in favour of those who support it," says Gouws.

She claims tha impression is created by the ANC - a party which runs with the slogan a better life for all.
