SONA analysis: budget plans and the NDP

In News24 Live's analysis of the State of the Nation Address (SONA) 2016 Lawson Naidoo from the Council for the Advancement of the South African Constitution (CASAC) reflects on the initial speech, debate and response from President Jacob Zuma.

Naidoo says government's details on how to stabilize the economy and create jobs must be detailed in the Budget Speech on Wednesday, 24 February. He views SONA 2016 as an indication of government's priorities.

"Well, I think it indicates a shift in how government sees its responsibility now," says Naidoo. "It recognizes the scale of the financial crisis facing South Africa, that that fiscal cliff is nearing, that we need to take steps to avoid that downgrade," he says.

In late 2015 Fin24 reported the view of a Standard Bank economist that South Africa's risk of a junk rating would increase in 2016.

The issue of the National Development Plan (NDP) was something Zuma emphasized in his reply, in contrast with his initial speech. "That's laid the platform," says Naidoo.

Asked about the rapid change in Ministers of Finance in December 2015 Naidoo said the Budget Speech was likely to convey the message: "We want to move forward ignoring the aberration we had in December."
