It may seem ironic but India generate the most revenue outside India. That is because of the way that TV rights work. When SA tours India, their local channel does the production of the match, SuperSport pays them to relay the broadcast here so that DSTV subscribers can watch it. But there are only about a million DSTV subscribers who will watch it, so we pay India based on those numbers.

When India tour here, it's the other way around. SuperSport produce the show, Indian channels pay us to show it there. But now you have 200 million or more viewers in India, so the Indian channel pays us based on those numbers. It's an enormous amount of money. That is why we don't care if India shortens an SA tour of India. We only care if India shortens a tour of SA. Because we only make money when THEY tour US, not vice versa.

But I digress, that is bilateral tour economics, we are talking about ICC economics here. The ICC doesn't make a cent when India tours SA, or when SA tours India. The ICC only makes money from World Cups and the CT because those are the events that the ICC own and organise.

But it comes down to essentially the same thing. Every country will pay to screen the World Cup or CT. But the broadcast is not sold at a fixed price. It is priced on a sliding scale depending on how many viewers there are. Because India has more viewers than all the other countries combined, they pay by far the biggest amount. Ergo India contributing by far the most to the ICC coffers.
