South Africa is in a bewildering scenario where its masses can watch French Top 14 rugby free-to-air on SABC, but are deprived of South African domestic and international rugby, which is locked behind SuperSport's exclusive subscription pay television stations.

It's a bizarre sports broadcasting climate that the Independent Communications Authority of South Africa (ICASA) was meant to address, or at least bring a semblance of balance to.
