ANC provinces, DA metros will be closer than you think

The 2016 local government elections may have been framed in terms of national politics, but really voters are electing officials who see to things like rubbish removal, muncipal roadworks, sewage and public parks.

Local, provincial and national government are meant to be independent but interconnected, and must have a symbiotic relationship in order to deliver basic services.

Through by-laws the council of a metropolitan municipality can create laws pertaining to its area. National, provincial and local levels of government all have legislative and executive authority in their own spheres (more on government's structure here).

Still, national legislation still generally applies, and all forms of government are bound by the Consitution of South Africa (which also outlines their relationship to one another).

For services like health and education, local government policies have to take into account national law. Local government is all about service delivery, says democracy educator Beatie Hofmeyr.

Hofmeyr says, as a result of the relationship between the three tiers of government, DA cities like Nelson Mandela Bay will work "more closely" with ANC provincial legislature than you might expect.
