A policing expert told the unrest commission on Thursday that government should consider a merit based approach to appointing senior police officials.

David Bruce, an independent researcher in policing and crime, was testifying before the South African Human Rights Commission (SAHRC) in his capacity as a consultant to the Institute for Security Studies.

The SAHRC is holding hearings looking into the July unrest.
