Msunduzi’s coffers have been drained dry to the point where the City is even struggling to pay salaries.

This was the shocking revelation that greeted Msunduzi’s new leaders at their first full council meeting on Wednesday.

City manager Madoda Khathide told the council that the municipality was owed about R4 billion for rates and services.
