In his letter (Witness, June 24) Alan Norman is 100% correct when he says that the ANC must accept that drastic changes are needed in local government administration.

There may well be a shortage of engineers and financial managers in local government but there is no shortage of those who are willing and able to assist in getting municipalities back on track.
