Rally for good governance

Given the exceptional nature and public concern surrounding the sudden reshuffle of the Cabinet, I truly support the call by the Thabo Mbeki Foundation to President Zuma to explain to the citizens why the impulsive restructuring of the Cabinet.

Although the Constitution has given the mandate to the President to appoint and dismiss Ministers and Deputy Ministers, the President and the African National Congress (ANC) leadership need to explain their decision as the circumstances do not seem normal. The unprecedented reshuffle of so many ministers and deputy ministers are not normal and has been correctly criticised.

Has the centre of power of the ANC shifted from Luthuli House to the National Assembly? Normally, Luthuli House “deploys” Members of Parliament. According to some senior ANC officials like ANC secretary-general Gwede Mantashe, the recent drastic reshuffle of the cabinet was not openly debated; the president merely informed the ruling party of his decisions.

To quote from the ANC treasurer general Zweli Mkhize’s statement on the major Cabinet reshuffle “from an organizational point of view and taking into account how previous reshuffles have occurred‚ I have my reservations on the process followed in this cabinet reshuffle.”

Absolute power should not be given to leaders as it tends to bring out the worst in people. People with too much power misuse their positions and tend to become egotistic as they get used to getting everything they want. In history there are glaring examples of the effects of the 19th century British politician Lord Acton’s claim that “absolute power corrupts absolutely.”

Making South Africa a better and safer place for all who live in it requires the activism of everyone who cares. Let us all roll up our sleeves and get ready to raise our voices as a collective in order to fight the good fight and demand accountability, transparency, rule of law and equity. Citizens expect sound governance to be the hallmark of every government department.

Good and sound governance will only come about when citizens, businesses and civil society mobilise and work together with the state for moral and diligent governance and high - quality service delivery.
