According to reports cleaners discovered the body at about nine on Tuesday morning in bushes at Oudekraal next to a seaside route popular with runners.
The adult man’s body had been chopped in half – the torso was found in one plastic bag and his head, hands and legs in another.
It also appears the body had been frozen. Municipal workers told the Cape Argus it seemed someone had wanted to freeze the body but realised it wouldn’t fit into a freezer so cut it into smaller pieces.
The victim has not yet been identified and according to eNCA the police are carrying out DNA tests and following up leads.
