Frank Andrew Hoover, 39, allegedly attempted to corner the Love Story star and get a photograph of her as she made her way to a private jet following her only show of the year in Austin, according to the Austin-American Statesman.
The star has a lifetime restraining order against Hoover, who cannot come within 500 feet (152 meters) of her.
Reports suggest Hoover has also been sending Swift's father unsettling emails.

One message, obtained by the newspaper, reads: "I’ve placed my life in your hands as you could easily file suit for my violation of the lifetime protective order. Despite the lifetime ban... I must continue forward as I have no other path in life."
Another, from September, 2016 reads: "Without her (Swift), I walk the earth alone forever and she’ll continue to experience failed relationships that break her heart."
If found and convicted, Hoover faces up to 10 years behind bars for violating his restraining order.
It's not the first time this year police have had to act to keep Taylor safe - a man was reportedly arrested at the gates of her Rhode Island home in July.

The man was stopped by security guards at the gates of the singer's mansion after he claimed he had a meeting with the star.
Witnesses told TMZ the man was crying and told the minders he was supposed to marry Taylor.
The Shake It Off singer's security team called the police, who transported the man to a nearby hospital for a mental evaluation.
The Bad Blood singer was in Australia with then-boyfriend Tom Hiddleston at the time.
