1. Cut the skin from the shanks. Season the meat with salt. Heat a little oil in a pot and brown the meat in batches. Remove and set aside.
2. Stir-fry the onions and garlic until fragrant. Add the bay leaves and masala, then the stock and meat, and stir well. Add water to cover the meat. Let the stew simmer for about 40 minutes or until the meat is almost tender.
